Abstract
Seiring dengan meningkatnya permintaan masyarakat akan akses terhadap informasi publik, pemerintah diharapkan memiliki kemampuan untuk mengembangkan inovasi guna memastikan ketersediaan informasi yang lebih cepat, sederhana, dan ekonomis. Universitas Negeri Semarang (UNNES) sebagai Badan Publik memiliki tanggung jawab untuk menerapkan prinsip keterbukaan informasi publik. Melalui peran pentingnya dalam menciptakan lingkungan pendidikan yang transparan dan berintegritas, UNNES mengambil langkah-langkah penting dalam implementasi good university governance. Berdasarkan pra-penelitian melalui pengamatan pemberian layanan dan dokumen terkait keterbukaan informasi publik di UNNES, UNNES memiliki sejumlah tantangan dalam mewujudkan keterbukaan informasi publik. Penelitian ini sejalan dengan Mark Bovens (1996) yang mengutarakan tentang model pengembangan good governance. Penelitian ini menggunakan pendekatan kualitatif dengan metode studi kasus. Pengambilan data dilakukan melalui wawancara, observasi, dan studi dokumentasi. Penelitian ini bertujuan untuk mengkaji pelaksanaan kebijakan keterbukaan informasi publik sebagai hak warga negara di UNNES dalam mewujudkan good university governance, menganalisis pemenuhan hak warga negara untuk dapat mengakses keterbukaan informasi publik di UNNES dalam perspektif pendidikan kewarganegaraan, dan mengidentifikasi kendala dalam pemenuhan hak warga negara untuk dapat mengakses keterbukaan informasi publik di UNNES. Hasil penelitian menunjukkan tiga hal utama. Pertama, praktik keterbukaan informasi publik di UNNES sudah cukup baik. Implementasi kebijakan keterbukaan informasi publik di UNNES telah memberikan dampak positif dalam mewujudkan good university governance. Kedua, UNNES telah memenuhi hak akses warga negara terhadap informasi publik yang dimilikinya. Kanal-kanal yang disediakan oleh UNNES telah mendukung pemenuhan hak warga negara untuk bisa mengakses informasi publik di UNNES. Ketiga, kendala pemenuhan hak warga negara untuk mengakses keterbukaan informasi publik di UNNES disebabkan oleh beberapa hal, seperti kurangnya kesadaran warga negara dan keterbatasan akses teknologi warga negara. Along with the increasing public demand for access to public information, the government is expected to have the ability to develop innovations to ensure the availability of information that is faster, simpler, and more economical. Semarang State University (UNNES) as a Public Body has the responsibility to implement the principle of public information disclosure. Through its important role in creating a transparent and integrated educational environment, UNNES has taken important steps in implementing good university governance. Based on pre-research through observations of service delivery and documents related to public information disclosure at UNNES, UNNES has several challenges in realizing public information disclosure. This study is in line with Mark Bovens (1996) who expressed the good governance development model. This study uses a qualitative approach with a case study method. Data collection was carried out through interviews, observations, and documentation studies. This study aims to examine the implementation of the public information disclosure policy as a citizen's right at UNNES in realizing good university governance, analyze the fulfillment of citizens' rights to be able to access public information disclosure at UNNES from the perspective of citizenship education and identify obstacles in fulfilling citizens' rights to be able to access public information disclosure at UNNES. The results of the study show three main things. First, the practice of public information disclosure at UNNES is quite good. The implementation of the public information disclosure policy at UNNES has had a positive impact on realizing good university governance. Second, UNNES has fulfilled citizens' right to access public information. The channels provided by UNNES have supported the fulfillment of citizens' rights to access public information at UNNES. Third, the obstacles to fulfilling citizens' rights to access public information disclosure at UNNES are caused by several things, such as the lack of citizen awareness and the limited access to technology by citizens.
