Abstract

Pengentasan kemiskinan merupakan target dari tujuan pembangunan berkelanjutan dalam agenda Sustainable development goal (SDGs) pada tahun 2030. Pemerintah indonesia berkomitmen untuk mengentaskan kemiskinan melalui pembentukan Pusat Kesejahteraan Sosial. Selain pemerintah, Lembaga Swadaya Masyarakat juga berkontribusi dalam gerakan penanggulangan kemiskinan. Baik lembaga pemerintah maupun non-pemernitah, keduanya memiliki performa yang berbeda berdasarkan modal sosial yang dimiliki masing-masing. Penelitian ini bertujuan untuk membandingkan perbedaan modal sosial dan optimalisasi pemberdayaan oleh Gerakan Jangka Menengah dari Puskesos Rampes dengan Gerakan Ayo Kita Peduli dari Yayasan Pemuda Peduli. Penelitian ini menggunakan metode penelitian kualitatif dengan jenis komparatif serta dengan teknik pengumpulan data observasi, wawancara mendalam, studi literatur dan studi dokumentasi. Hasil penelitian ini menunjukkan bahwa pada Gerakan Jangka Menengah berhasil memaksimalkan potensi masyarakat sehingga tercapai kemandirian untuk berdaya, namun diperlukan peningkatan kualitas sumber daya manusia sebagai modal sosial agar implementasi program pemberdayaan lebih optimal. Aspek ini sangat krusial karena sebagai gerakan pemerintah, kualitas sumber daya manusianya harus lebih mumpuni dibandingkan gerakan non-pemerintah. Di sisi lain, Gerakan Ayo Kita Peduli unggul dalam modal sosial, tetapi perlu peningkatan pada implementasi program bantuan UMKM agar berhasil terealisasi oleh kelompok sasaran. Sebagai rekomendasi, kedua gerakan dapat melakukan sinkronisasi program melalui kolaborasi sebagai langkah strategis dalam upaya pengentasan kemiskinan di Kecamatan Cicendo. Dengan demikian, diharapkan sinergi antara gerakan yang unggul dalam sumber daya manusia dengan gerakan yang unggul dalam kepemilikan modal dapat dimanfaatkan secara optimal, serta membawa perubahan positif yang lebih besar bagi masyarakat setempat. Poverty eradication is an objective of the Sustainable Development Goals in the 2030 Agenda of the SDGs. The Indonesian government is committed to eradicating poverty through the establishment of a Center for Social Welfare. In addition to the government, the Swadaya Society also contributes to the poverty eradication movement. Both governmental and non-governmental agencies, both have different performance based on their own social capital. This research aims to compare social capital differences and empowerment optimization by the medium-term movement of the Puskesos Rampes with the Movement Let's Care of the Youth Care Foundation. The research uses qualitative research methods with comparative types as well as observational data collection techniques, in-depth interviews, literature studies and documentation studies. The results of this study show that in the medium-term Movement managed to maximize the potential of the community so that achieved independence to be able, but it is necessary to improve the quality of human resources as social capital in order to implement the empowerment program more optimally. This aspect is crucial because as a government movement, the quality of its human resources must be more focused than a non-governmental movement. On the other hand, the Movement Let's Care prevails in social capital, but needs improvements in the implementation of UMKM assistance programmes in order to be implemented successfully by the target group. As a recommendation, both movements could synchronize programmes through collaboration as a strategic step in poverty alleviation efforts in the Cicendo district. Thus, it is expected that the synergies between the movements of superior human resources and superior capital ownership can be optimally exploited, as well as bring greater positive change to local communities.
