Abstract

Implementasi layanan akademik berbasis TIK diharapkan mampu meningkatkan efektifitas, efisiensi, dan mutu PTAIN. Penelitian ini difokuskan untuk menemukan pengembangan manajemen mutu layanan akademik berbasis TIK yang dapat diimplementasikan di PTAIN dengan studi kasus di IAIN Surakarta dan STAIN Salatiga. Pertanyaan utama penelitian ini yaitu; mengapa implementasi manajemen mutu layanan akademik berbasis TIK di PTAIN belum efektif dan belum mampu merubah budaya mutu? Tujuan pokok penelitian ini adalah untuk menemukan pola pengembangan manajemen mutu layanan akademik berbasis TIK yang sesuai untuk PTAIN sehingga dapat berjalan efektif dan meningkatkan budaya mutu. Penelitian ini dilakukan dengan pendekatan deskriptif kualitatif, dengan model studi kasus mengambil tempat di IAIN Surakarta dan STAIN Salatiga. Subjek penelitian adalah para pengambil kebijakan, perencana, organisator, pelaksana, dan pengendali mutu layanan akademik. Sedangkan informannya adalah para dosen, staff, dan mahasiswa. Proses pengumpulan data digunakan teknik observasi, wawancara, dan studi dokumentasi. Setelah data terkumpul kemudian dilakukan proses analisis data menggunakan interaktif model. Langkah analisis data diawali dengan pengumpulan data, reduksi data, display data, dan diakhiri dengan penarikan kesimpulan. Hasil dari penelitian ini dapat disimpulkan bahwa penyebab belum efektifnya implementasi manajemen mutu layanan akademik berbasis TIK diantaranya; kurangnya dukungan dokumen kebijakan dan instrumen penjaminan mutu yang menjadi guide dan pengendali mutu proses layanan secara optimal; kurangnya intensitas koordinasi antar lembaga terkait layanan akademik berbasis TIK; integrasi database SIAKAD dengan PDPT belum optimal, masih lemahnya lembaga penjaminan mutu baik dari segi kelembagaan, SDM, maupun kelengkapan instrumen; serta masih kurangnya komitmen dari semua steakholder untuk membudayakan kinerja berbasis mutu. Rekomendasi dari penelitian ini pada intinya adalah; perlunya peningkatan komitmen dan konsistensi semua steakholder untuk mengimplementasikan manajemen mutu layanan akademik berbasis TIK secara optimal, mulai sejak perumusan kebijakan, proses perencanaan, pengorganisasian, pelaksanaan, dan pengendalian mutu layanan akademik berbasis TIK, serta penguatan lembaga penjaminan mutu dari aspek struktur kelembagaan, SDM, dan kelengkapan instrumen penjaminan mutu. This research focuses on finding the academic service model on ICT-based quality management which is implemented in PTAIN, especially in IAIN Surakarta and STAIN Salatiga, as the case study. The main research question are why the ICT-based academic service quality management in PTAIN was uneffective and could not change the quality culture. The goal of this research is to costruct the academic service model of quality management which is effectively applicable for PTAIN in improving the quality culture. This research uses descriptive qualitative approach, by having case study in IAIN Surakarta and STAIN Salatiga. The research subjects are policy makers, planners, organizers, implementators, and academic service quality controllers. The research informants are lecturers, academic staffs, and students. The researcher uses observation, interview, and documents in collecting the data. The interactive model is used in analyzing data which starts from the data collection, reduction, display, and conclusion. The result of this research shows that the implementation of ICT-based academic services quality management is uneffective. The ineffectiveness due to the incomplete policy documents and instruments of quality controll in optimizing the service process; the weak coordination among units of ICT-based academic services; the uncertain integration of database source between SIAKAD and PDPT; the imperfectness of the institutional quality controll, especially in institutional structure aspect, human resource, and quality instruments; and the low commitment of all steakholders in assuring the quality culture in their works. This research recommends that all af steakholders should commit more and be consistant in applying optimally the ICT-based academic service management; starting from making policy, planning process, organizing, actuating, and controlling the ICT-based academic services; and the capacity building of the quality controll areas either institutional structure, human resources, or quality controll instruments.
