Abstract

RAMDAN DARMAWAN (1902348). PELAYANAN KEPENDUDUKAN
MELALUI APLIKASI SALAMAN DALAM MEWUJUDKAN DIGITAL
GOVERNMENT DI KOTA BANDUNG.
Penelitian ini dilatarbelakangi oleh adanya pemikiran masyarakat terkait proses
pelayanan kependudukan yang terkesan ribet dan berbelit di masyarakat, ditambah
masih belum sebandingnya jumlah fasilitas layanan kependudukan yang ada
dengan jumlah masyarakat yang dilayani. Dalam upaya menjawab hal tersebut
Dinas Kependudukan dan Pencatatan Sipil Kota Bandung meluncurkan program
pelayanan kependudukan berbasis digital melalui aplikasi Salaman. Dengan adanya
inovasi tersebut yang tergolong masih baru, maka yang menjadi tujuan dari
penelitian ini yaitu untuk menganalisis program tersebut, menganalisis penerapan,
menganalisis efektivitas serta mengidentifikasi faktor penentu keberhasilan
program pelayanan kependudukan melalui aplikasi Salaman dalam mewujudkan
digital government di Kota Bandung. Penelitian ini menggunakan pendekatan
kualitatif dengan metode studi kasus yang berfokus pada Dinas Kependudukan dan
Pencatatan Sipil Kota Bandung. Pengumpulan data diperoleh dengan cara
wawancara, observasi, dan studi dokumentasi. Hasil penelitian menunjukan: (1)
Progam pelayanan kependudukan melalui aplikasi Salaman adalah hasil dari
penglihatan dan analisis terkait dengan apa yang menjadi kebutuhan masyarakat
utamanya dalam bidang pelayanan kependudukan; (2) Pengguna aplikasi Salaman
didominasi oleh masyarakat yang tidak memiliki waktu luang dihari kerja dan
masyarakat bukan pengguna didominasi oleh masyarakat yang memiliki tempat
tinggal berdekatan dengan kantor maupun gerai Disdukcapil; (3) Adanya aplikasi
Salaman membantu dan mempermudah masyarakat dalam pengurusan dokumen
kependudukan; (4) Faktor penentu keberhasilan pelayanan kependudukan melalui
aplikasi Salaman dalam mewujudkan digital government ditentukan oleh faktor
komunikasi, Sumber daya Dinas kependudukan dan pencatatan Sipil Kota
Bandung, dan Masyarakat.

THE SALAMAN APPLICATION IN REALIZING DIGITAL GOVERNMENT
IN THE CITY OF BANDUNG.
This research is motivated by the thoughts of the community regarding the process
of population services that seem complicated and convoluted in the community,
plus the number of existing population service facilities is still not proportional to
the number of people served. In an effort to answer this, the Population and Civil
Registration Office of Bandung City launched a digital-based population service
program through the Salaman application. With this innovation which is relatively
new, the purpose of this research is to analyze the program, analyze the application,
analyze the effectiveness and identify the determinants of the success of the
population service program through the Salaman application in realizing digital
government in Bandung City. This research uses a qualitative approach with a case
study method that focuses on the Population and Civil Registration Office of
Bandung City. Data collection was obtained by means of interviews, observations,
and documentation studies. The results showed: (1) The population service program
through the Salaman application is the result of vision and analysis related to what
the community needs, especially in the field of population services; (2) Salaman
application users are dominated by people who do not have free time on weekdays
and non-users are dominated by people who live close to offices and Disdukcapil
outlets; (3) The existence of the Salaman application helps and facilitates the
community in processing population documents; (4) The determining factors for
the success of population services through the Salaman application in realizing
digital government are determined by communication factors, the resources of the
Bandung City Population and Civil Registration Office, and the community.
