Abstract

Tujuan dari studi ini adalah untuk memahami bagaimana pengelolaan arsip dinamis aktif di bagian Tata Usaha SMK Pasundan 1 Bandung yang belum optimal. Permasalahan yang terdapat pada penelitian ini berkaitan dengan azas dan sistem penyimpanan arsip yang menjadikan arsip hanya tersimpan dalam map-map dan seringkali ditumpuk di atas meja staf atau masing-masing guru. Hal tersebut karena terbatasnya tempat penyimpanan arsip baik dari sisi kuantitas maupun kualitas fasilitas yang disediakan sehingga dalam penemuan kembali arsip-arsip yang diperlukan secara cepat tidak dapat dilakukan secara optimal. Sumber daya manusia yang mengelola kearsipan pun tidak memiliki latar belakang pendidikan di bidang kearsipan sehingga dalam pengelolaan arsip dinamis aktif ini menurut siklus hidup arsip semestinya perlu dilakukan, namun pada kenyataannya belum atau tidak pernah dilakukan oleh pihak pengelola arsip di SMK Pasundan 1 Bandung. Metode penelitian yang digunakan adalah kualitatif deskriptif, dan subjek penelitian terdiri dari tiga orang informan yang terdiri dari Wakil Kepala Sekolah, Kepala Tata Usaha, dan staf Tata Usaha. Data ini dikumpulkan melalui proses wawancara, pengamatan, dan pencatatan dokumen. Setelah itu, data dianalisis melalui langkah-langkah dimulai dari mengumpulkan data, merangkum data, menyajikan data, serta membuat kesimpulan dan memverifikasi hasil. Temuan dari penelitian ini menunjukkan bahwa tata kelola arsip dinamis aktif di Tata Usaha SMK Pasundan 1 Bandung belum memiliki pedoman atau standar operasional prosedur sehingga pengelolaan ini masih belum optimal. Selain itu, adapun faktor lain yang mempengaruhi ketidakoptimalan pengelolaan arsip dinamis aktif pada bagian Tata Usaha di SMK Pasundan 1 Bandung. Pertama, terdapat masalah sarana dan prasarana yang kurang memadai, terutama dalam hal ruang penyimpanan arsip yang harus berbagi ruang dengan area kerja pegawai yang terbatas. Sebagai solusi, disarankan untuk mengimplementasikan prosedur penyusutan arsip sesuai dengan prinsip-prinsip daur hidup arsip yang tepat. Kedua, terdapat kendala dalam kompetensi pengetahuan dan keterampilan petugas kearsipan dalam mengelola arsip. Solusi untuk tantangan ini adalah melibatkan petugas arsip dalam seminar, pelatihan, dan workshop tentang kearsipan secara berkelanjutan. The purpose of this study is to understand how the management of active dynamic archives in the Administration of SMK Pasundan 1 Bandung is not optimal. The problems contained in this study are related to the principles and archive storage systems that make archives only stored in folders and often stacked on the staff table or each teacher. This is due to the limited storage of archives both in terms of quantity and quality of facilities provided so that the rapid retrieval of the necessary archives cannot be done optimally. Human resources who manage archives also do not have an educational background in the field of archives so that in the management of active dynamic archives according to the archive life cycle it should need to be done, but in reality it has not or has never been done by the archive manager at SMK Pasundan 1 Bandung. The research method used is descriptive qualitative, and the research subject consists of three informants consisting of the Vice Principal, Head of Administration, and Administration staff. This data was collected through a process of interviews, observations, and document recording. After that, the data was analyzed through steps starting from collecting data, summarizing data, presenting data, and making conclusions and verifying the results. The findings of this study indicate that the management of active dynamic archives in the Administration of SMK Pasundan 1 Bandung does not yet have guidelines or standard operating procedures so that this management is still not optimal. In addition, there are other factors that influence the non-optimality of active dynamic archive management in the Administration section at SMK Pasundan 1 Bandung. First, there is a problem of inadequate facilities and infrastructure, especially in terms of archive storage space that must share space with limited employee work areas. As a solution, it is recommended to implement archive shrinkage procedures in accordance with the principles of proper archive life cycle. Secondly, there are constraints in the competence of archival officers' knowledge and skills in managing archives. The solution to this challenge is to involve archive officers in seminars, training and workshops on archives on an ongoing basis.
